Does a Release Manager need to be Technical?

Or said another way – does a person in the RM role need to have Technical knowledge or background in order to be successful?

With Technical knowledge (e.g. understanding installation processes, how the Web Server and SQL Server interact, dynamics of Load Balancers, how to minimize downtime, etc.) a Release Manager is able to add value to planning, documentation, general communication to upper management, troubleshooting and raising concerns when needed.  Without Technical knowledge a Release Manager is providing the same function as a Project Manager.

That said, does the Release Manager need to be familiar with every Technical component of the solution they are supporting?  Not necessarily.  As long as the Release Manager can demonstrate the ability to learn new Technical skills they will still be able to add value.
